Incentive Title:	Direct Loans
Description:	1. ACTION FUND LOAN: Loans provided for companies needing funds for start-up or expansion and that have exhausted all other sources. 2. URBAN ENTERPRISE LOAN: Loans provided to create, expand or retain a business located in the St. Louis and Kansas City urban areas.
Eligibility Requirements:	1. Loan must be made in cooperation with a city or county sponsor in a "non-entitlement" area, which is a city with a population under 50,000 and/or a county with a population under 200,00 . Manufacturing, processing and assembly firms are eligible for the funding. 51% of the new employees must be from low to moderate income. Terms may be from three to ten years. 2. For small businesses located within the designated urban areas.
