Incentive Title: Discretionary Grants
Description: OPPORTUNITY GRANT PROGRAM - Flexible cash grants to help preserve and expand businesses in Pennsylvania. Funds may be used for job training, construction or rehabilitation of infrastructure, acquisition of land, buildings, and right of ways, construction or rehabilitation of buildings, purchase or upgrading of machinery and equipment, working capital, site preparation, environmental assessments, remediation of hazardous materials and architectural and engineering fees. Eligible applicants include private companies, municipalities, industrial development authorities, municipal authorities, redevelopment authorities and private developers. May not receive assistance more than two consecutive fiscal years.
Eligibility Requirements: The grant recipent must locate, expand or maintain operations at a Pennsylvania site. $4 private investment must made for every $1 OGP assistance. Project must create or preserve 100 full-time jobs , increase Pennsylvania employment by 20% or provide substantial amount of growth over a two year period. Projects that provide less than 100 jobs must be located in severely distressed areas. Wages must be at least 150% of federal minimum wage.
